Saw Zentorno on street being driven by NPC

I played gta since it came out on the xbox and i love the game, i recently got it on pc and its great. The entire time ive been playing this game i never saw an npc drive a zentorno, and i saw it today. Is this a thing? Can NPCs now drive zentornos?

If you circle around the bank area in the afternoons.
A green Zentorno could be seen.

Sometimes a parked one at LS Custom in town.

NPCs behavior is supposed to do that. I often see cops using player's vehicles. Once a hooker stole my helicopter and flew away to the corner of the map
