In terms of pure speed, the Pyro wins out, but the Starling technically is faster with its boost. For maneuverability, both the Pyro and Starling feel very similar. By combining both, you can easily fly circles around Hydras (which have some of the worst handling and turning speeds in the game, only just beating out the Molotok), and easily avoid missile spam. Lazers are a little more dangerous given their better maneuverability, but they are still lacking in said department. Lazers also have a very slow top speed, meaning that its harder for them to outpace Pyros and Starlings. Countermeasures are also a big deal, as if you find yourself going against a guy who prefers spamming missiles instead of actually aiming, you can easily shut them down with Chaff, or a well timed Flare. Lazers and Hydras need to outmaneuver missiles without these abilities, which forces them to play defensively and allow you to go on the offensive.
Both the Pyro and Starling have only basic Machine Guns, but don't let that scare you. If you are a good shot and keep landing hits, the older jets will go down very quickly (Hydra dies in less than a second under sustained fire). The Starling also has the benefit of having bombs, which while not super useful in a dogfight, give the plane some versatility. Bombs can be absolutely devastating in the right hands, and warrant practice mastering them.
That being said, if you really want a dogfighter that has Explosive Cannons, then you can't go wrong with the B-11. While not as fast as the Pyro or Starling, the B-11 has, quite frankly, ridiculous handling for the type of plane it is, and has a ton of armor to boot. While the Explosive Cannon isn't as powerful as the Lazer or Hydra's, you'll still have a powerful cannon that can make quick work of most targets. The Rouge is also a great choice, as it's handling amazing, and makes up for its slower speeds (it is a prop plane after all). This thing can turn on an absolute dime, and that lets you get behind other jets that turn a lot wider. I would stick with the regular machine guns on it, as they are a little more reliable, albeit they do less damage compared to its Explosive Cannons.
Whatever you end up picking though, do not pick the Molotok. It's very slow, has very bad handling, and brings absolutely nothing to a dogfight that other planes can't do, or do better. The one thing it has is its incredibly weird air-brake, which lets it land in some really unusual areas, such as helipads and rooftops.

a good lazer pilot will destroy anything in the game (other then the avenger if they see you coming) the handling and the cannons just make it the best.
seriously, if that cannon hits you, you're dead.
