GTA V not closing properly

So ever since I formatted my PC I've had SEVERAL issues with the game. Black screen after completing prologue mission, I close the game it self but it still says it's running in task manager and even if I try to force kill it nothing happens. Only way I can close the game is restarting my whole ass system. I legit had to buy the game off steam as well but nope it doesn't help what so ever. People have been opposing this issue since they had Logitech Ghub installed but you guessed it I don't even have it installed. Yeah I'm really out of options here. If someone could help me out on this situation I swear you will receive more than just a thank you...

What else is running in the background? I see wallpaper engine on your profile and that has also caused gtav issues in the past. And yes, Ghub has been causing this - but it is not the only thing that has caused this in the past. Various versions of GFE, razer, fraps, and some others have also caused problems. I would definitely test a clean boot of windows and/or open msconfig, services tab, hide all ms services - disable everything else (except R* games library service), then also check in startup tab, taskman link too.

That isn't counting yes/no running steam as admin, problems with my docs / rockstar games (rename it to -old), run steam with rightclick - run as admin and test. Some users not only need steam as admin, but to set R* launcher, and even social club and gta5 exe's to run as admin too - requires testing, and may change with updates annoyingly -.-. Then there is also potential issues with vcredists(and an AIO to uninstall/clean/reinstall them), AV/security interfering - can test disable (though some previously needed to be outright uninstalled as whitelist/exlude wasn't enough), windows defender/exploit protection settings causing issues (can also whitelist/exclude), controlled folder access, onedrive, etc. Again, all relating to steam, r* launcher, social club, gtav.

Any other details? Modding storymode? Gpu/audio drivers? taskkill /f /im from admin command prompt isn't ending it? Doesn't end if you close steam or R* launcher? Didn't do anything else abnormal like manually adding dll/files to fix errors for gtav, or even other games if they went to /system32? Is it spitting any errors out in the bottom of my docs / rockstar games / launcher / launcher.log ?
