if you still scared you can google gta guardian (3.1.0b4). this thing can create solo public locked session so cheaters/griefers will not be able to join you
from another side: its pretty low chance that incel from basement will have own botnet for ddos.
I do not think they care about using a VPN as long as it’s in the same region in order to not bypass stuff
GTA promotes anti social behavior and that's naturally going to attract anti social people so you have to remember that a lot of people playing GTA are bitter losers in real life and they genuinely hate seeing other people enjoying themselves, even if that means people enjoying the game simply how it was meant to be enjoyed.
