ah, i had this exact issue, you need to make sure you have the launcher installed in the right folder. its a little buggy when you are setting up for the first time from steam so it sometimes doesn't work.
just go to the Rockstar games official website and download the launcher(Downloader) from there, and then open it up. it will tell you where to put the launcher in your folders. make sure its in the same(if not very similar) file location that GTA 5 is in. it should work when you are able to boot up the launcher independently. if that doesn't work then contact me and i will try to see any other ways to fix.
I'd start with windows defender/whitelist/exclusions of R* launcher, social club, and gtav folder - and verifying that various files in those locations haven't been blocked for 'other reasons'.
As for the 'my file integrity is not checked' - you should check it. You may see it attempt to constantly fix files each time - signaling something is likely removing/blocking them. The contents of my documents / rockstar games / launcher / launcher.log may also shed some light on the issue (can use pastebin.com to slap a link for it here).
