Really need more info to 'narrow' it down more unless you want to just start shotgunning all the usual fixes to it. I'd start with OS build/version (if N/KN), and what does running gta5.exe do - complains to launch through steam or gives missing files errors?
Os build/ version: 19044.1526/ 21H2. I suppose it's N.
I did some "test"
-run the game from steam with RGL (rockstar game launcher) open: The message "this feature is not currently available" appears on RGL, the button on EGL changes to "loading" the game appears on task manager but doesn't open and later the button changes to "quitting". The same happens if I try to open the game from EGL
-Run the game from local files: Just appears a message "Please run the GTA V using RGL"
It's my first time trying to play GTA V so i'm a new user. I tried
-Launch Steam and Rockstar Game Launches as admin
-Verify file Integrity with Steam and always download two files
-Copy two dll (d3d9 and dinput8) from system 32 to "Documents\Rockstar Games\GTA V" and the folder when the game was downloaded

I certainly wouldn't add any files to the gtav folder - I would remove the ones you did add. Also quite common to have added the other media feature pack files to the gtav folder - if googling/youtube'n and while they may be 'correct' in game - some can remove the 'error' you would be getting/change it to something else. Uninstalling gtav won't remove those files - and if you have problems with those, it will persist.
I'd start with renaming my documents / rockstar games folder to rockstar games-old.
Open taskmanager - force close R* launcher, social club, gtav - anything that is open.
Clean any files you added to the gtav folder out.
Verify cache again. Find out what 2 files it keeps downloading. Should be able to open steam/steamapps/downloading/271590 and see them or something like that. Or, go to the gtav folder and screenshot, timestamps, whatever - it really shouldn't keep grabbing 2 files.
I'd also verify you can open the R*/social club websites to help try to rule out an issue there - though the R* launcher should update itself/social club upon an install/reinstall and can semi-eliminate the problem there. Doublechecking that you aren't blocking gtav, R* launcher, or social club in the firewall as well.
Of course, there are vcredists, more permission issues, dns issues/connection issues (could power modem/router off a few minutes to test), etc that could be causing problems but have start somewhere ruling things out. You also listed running steam/R* launcher as admin - 'some' users also need gta5.exe as admin.
