For all the upgrades you need to do the stupid random research. Get proxy mines. Fun to drive around and put mines...
Mobile operation center on warstock site. u need a bunker first to be able to buy one. And the custom version is an upgrade of the stock insurgent like benny's upgradable cars.

No, its a bit more complicated than that.
Your mobile operation center (MOC) has extra room for additional sections that can be bought(?). One of these avaiable sections is a vehicle workshop, which allows you to drive your gun running vehicles into your MOC and make upgrades and customisations. Other vehicles can also enter, like the insurgent pick up truck. If you upgrade it there, it becomes a normal personal vehicle and you can store it in any garage. [edit;] From that point you can also use it in heists. This also applies to the weaponised tampm dune and half track, but not the oppressor bike and apc.
Keep in mind that the insurgent pick up gets additional upgrades that are unlock through bunker research, such as armor upgrades (over the windows), a minigun upgrade, or a proxy mine dispenser.
Wrong...... Just watch a utube video about MOC and bunkers man, it's way easier.
2, You get M.O.C with Vehicle workshop for 1,255,000 + 955,000 ( no research needed)
3, You get a Isurgent Pickup for 1,350,000 (1,795,000 if no tradeprice)
4, Call the Isrugent Pickup via Pegasus for 200
5, Call out the MOC , drive your isurgent pickup behind that truck
6, there will be an option to convert it to custom version for 202,500
and there you go , your own Pickup Custom
and the research for it is Heavy Armor Plate and Minigun replacement
So you need to:
A) Own the Pegasus Insurgent pickup (I forget the price).
B) Buy a gunrunning bunker (the cheapest one is still more than a million).
C) Purchase an MOC (stock, it's 1.X million)
D) Purchase the vehicle and weapons workshop (also over a million - I think 1.5m, but I'm not sure!)
E) Drive a Pegasus Insurgent into the vehicle workshop of the MOC and pay a flat cost of 200k or something, just to be able to customize it. This is what turns it into a personal vehicle.
F) Do all of the random research until you unlock whatever upgrades and customization you wanted to use for your Insurgent; research either takes forever or costs a ton (247k per project out of 51, I believe).
And then, finally, you'll have what you want.
Oh, nevermind, I forgot:
G) You then need to pay a hefty premium to actually apply any of the weapons, upgrades, or customization items you've already paid/ slogged through to research.
Proxy mines: 99k
Minigun: Somewhere in the mid 100k's or 200k's, I believe.
Armor: Somewhat fairly priced, although it is almost all just cosmetic.
Liveries, etc.
Kind of ridiculous how many expensive little steps they sneak in there, right? I don't want to make the effort to total everything, but I think you get the picture.
Yeah I think I will be better off just using it via Pegasus after the inital purchase.
That sounds fairly easier than what the rest have said, but still comes out so expensive.
