Anyway, I'd suggest keeping away from public lobbies as much as possible, unless you have a special need to be there. Even if one seems to be OK at first, it's likely to go south at some point. Plus, if you do get into the cargo business stuff, there's fairly easy methods to make what's called a private public lobby, which allows for doing cargo work, but via networking magic keeps random players from joining. There's guides here and also if you use Google about how you can go that route.
there's no dedicated game server for GTAO. It's P2P.
So if you open a private Lobby, you are the server. If you join a private lobby the guy who opened it is the server.
Everything you bought for GTAO will be available on any server you play on.
