Thanks again, because I'm willing to try different ways to work around Game Bugs, you never know when something might work. I don't really get frustrated with this Game anymore and see it as a sort of Puzzle to solve. I was able to get it to disappear for a time by starting the delivery and exiting the Game. But alas, like a stray Dog it re-appeared. i even tried to Staff deliver and then go back into the Shop and place my Character in the middle of the lift just to see what might happen when the Game spawned it where I was standing. After a while I went back outside and within seconds I got the "reboot Game message".
I've tried blowing it up. I've tried driving it off the Pier. I've tried taking it out to Sea with a Cargobob. I've tried to get killed with stars and get it impounded. I've tried just about everything I can think of to do to this car ... but it just won't Die (go away). But I'm trying to have some fun with it.
That said, I have seen a few of the workarounds and solutions to some of the other issues, though it mostly blurs together. One key thing to try, move one of your vehicles through all the parking spaces in the garage. It isn't exactly directly related, but it sometimes wakes up the game inventory and makes it properly take stock and may reactivate your delivery/service cars. After you do that, you might restart GTA and see if the game woke up and fixed anything.
Another thing to do is take a mission, any mission, run it quick or just fail it and exit and then come back to your garage. It is different from just restarting GTA and does cause some things to fix. It isn't often what helps but it did for a few people that have the glitch where they can't mod their vehicles in the auto shop.
As to the issue where the car is past the service portion and is ready for delivery but appears to have none of the fixes, some people say that if you deliver it and it had been serviced properly, you get credit and payment still as if it was serviced properly although Sesanta's text will tell you it was done wrong. But also, you might as well just deliver it (If possible) because it will be out of your way and you can get to another car if you like doing them.
In all cases, take screenshots and try to capture video showing your issue, and report it to rockstar support. They might help but also if the problem is clearly defined, they might actually fix it in a patch sometime in the next year.
And thanks a bunch for the comment, At this point I'm willing to try almost anything, just for the fun of it, and if it works .. the stranger the better. I personally have a Voodoo Doll of Terry Donovan that I use as a last resort for the Bugs in this Game.

As I may have stated in an earlier post, I DID go through Support and waited around 50 minutes to "Chat with a Dev'" after a couple of minutes and I had explained the issue, they told me to hang on and they would take a look. I've done this with them in the past and, no kidding, a real Dev' DID correct an issue. But this time after about 5 or 6 minutes the Chat was closed by them. I'm to old to get pissed at little things, but I felt they could have at least said good bye, or have a nice Day or something.
Apparently the exotic exports list and the cars in the bays won't update if you have not done the first yacht mission.
When you buy a yacht, eventually the captain will tell you that he has job opportunities for you and that you should do a mission. I hadn't done that mission and for some reason that made several features not update properly. When I finally did the first yacht mission, suddenly the exports list would update every night finally and I could gain rep every day at the car meet. I have not heard it being related to car service and car modding problems though. Still if you have a yacht and the captain calls you every time you log in, maybe do the mission and see if anything changes.
Perhaps deal with any other business set ups that you might have waiting just in case.
I can't get on now, but I am methodologically working through your suggestions.
And then seeing if anything fixes it .. I'm actually looking at it like a Puzzle.
There's no way I would not give credit where it's due, and we might just be the next Guy's to figure out something like when that first Guy found out you could play a round of Buzzer Beater (I think that's the one) at the Arena Wars at get rid of Modder Dropped weapons.
For me, when this error happens, I disable the antivirus and when delivering, it concludes normally. (It was even an answer I got from Rockstar support).
It may also be that in your case it doesn't solve it, but try.
