Why couldn't we go kill some Ballas with him?

Because the 2D, 3D, and HD are all different universe timelines. Only GTA 4 and 5 are part of the HD universe. But there's an Easter egg of him. Also if you noticed his house in Grove street it is different in this universe.

Tbh I would not be surprised if they added him in some future online update. At least actual cameo.

Even if CJ was alive, chances are, he won't be voiced by Young Maylay. And his appearance would've been far different and he'll have long given up his life as a gangster.
