GTA V stuck running in background after exiting the game
After playing GTA, I opened the pause menu to exit the game, after pressing the exit button, the game window is gone, but it is still running in background, seen in Task Manager and on the Steam app shows the "STOP" button, instead of "PLAY". I tried to wait 20 minutes, but the game won't stop. The only way I could stop it is manually pressing "End Task" in Task Manager. I also tried using "ALT+F4" to exit the game, but still the same behavior.

I don't know if this could help, but here's my system's specs:
-CPU: AMD Ryzen 2700X
-GPU: NVIDIA RTX 2070 Super
-RAM: 32GB (2x16GB)
-SSD: Adata SX8200 240GB + Samsung 860 Evo 500GB
-OS: Windows 10, Version 20H2, Build 19042.804
-GPU Driver: NVIDIA Game Ready Driver 461.40

Is anyone experiencing this issue?

I also forgot to mention that I just formatted my PC and this is a fresh installation of WIndows and GTA V, since I thought it was Windows who's messing up...
I just reinstalled Windows on my PC in February, and I remembered that I had played GTA on that day and I didn't experience this yet. Then I installed some game launchers: Epic Games, Origin, Blizzard Battle.net, Ubisoft Connect, and Minecraft.

Do you have any of these game launchers? I suspect one of them is causing this.

My friend only has Epic Games and Steam on his PC, and he does not experience this. I also borrowed another PC with Epic Games and Steam only, and it also does not experience this.

I also suspect that a modder caused this. A modder got into my session, and teleport all over the map killing players. I watched the modder, and also tried to kill him, but he has infinite health. Eventually my game crashed, I'm not sure if he did something to my game for it to crash or if it was something else.

I've noticed that the rockstar launcher stays running on the the task bar. If you close that, it then exits GTA.

Still the same here too. And it happens to my friend too. I run through Steam, he runs through Origin (I think, or some other). This all started with a GTA update on Monday, March 1st. If you try to play GTA again it says that it is already running. If I try to play a different game then the frame rate in that game is drastically lower. The only solution is to go to Task Manager and kill GTA.

Were you able to fix the issue? Did the Rockstar Games Launcher and GTA V (~300MB) update fix the issue?

I still have the issue even after updating GTA V and Rockstar Games Launcher.

No, the update did not fix it.

Did you made a ticket / report to Rockstar regarding this issue?

No.
But I've found that if I bring up the R* launcher from the taskbar tray and select to exit then it will get rid of the GTA that is still running.

Tried submitting a ticket and here's Rockstar's response.
It did not work for me, but it might work on your system.
Please let me know if this fixed it...

Our's don't crash, we just exit the game, but the game is still running.

Also forgot to mention that you have to backup your save data or turn on cloud save before doing this, so you won't lose your save data.

Does anyone of you have "Logitech GHub"?

I do, and have no issues (though, I should mention it is an update or 2.. or 4.. behind).

Does anyone of you have "Logitech GHub"?

I disabled the "LGHUB Updater Service" in msconfig>Services and the game now exits completely.

Try going to msconfig and select the Services tab, then disable "LGHUB Updater Service", then press Apply and then OK, and finally, restart your PC.

"I have no issues" - but it may be useful for someone.

edit - testing some newer versions, going into ghub and turning off integrations for gta5, and disabling keyboard effects in the game settings has allowed my game to close properly while keeping ghub open. YMMV obviously - I don't need them/care but use ghub for some other things. The taskmanager, task kills, rain dance nonsense is too annoying.
