Did you see the offer in the loading screens before signing up? If not, unsubscribe, wait for the offer to appear and then resub. That's what I did because it automatically enrolled me when I first created my social club account.

You can unsubscribe and subscribe from the mailing list using the social club website. If you're logged in, this will take you to the email settings page for your account:
https://socialclub.rockstargames.com/settings/email

Main thing is seeing the offer in the loading screens, at least I believe that's the case, otherwise they don't hand out the free money, unless there's been a change I'm unaware of.

i just entered it again while the offer was on the loading screen and i still did not get it

There is a delay receiving the money, but IIRC for me it was only 24 hours or roughly that. Up to 72 hours is common with Rockstar promotions. Longer than that, I'd suggest reaching out to Rockstar support with a short ticket asking them to do a manual deposit of the $200k, maybe attaching a screenshot of the loading screen offer. That's super easy for them to do.
