Cheaters. Shouldn't even play with them, you can't do anything.
The random "normal" players you mention I can atleast have a chance at fighting with, it's fair play.
What's fair about cheating? You probably cheat yourself.
That's because no game has ever been designed to be as accessible and open towards cheating. Rockstar really hit on the perfect moneymaking strategy here.
Step 1) Create game that is extremely friendly towards hacking/cheating
Step 2) Toss out the occasional "ban wave" to catch only the most blatantly obvious offenders.
Step 3) Rake in extra profit as a large % of those banned players purchase new copies to continue cheating on new accounts.
The simple fact that the cheats for GTA are the first ones in gaming history to be labeled as "mod menu's" is quite suspicious when you consider that it's ONLY the AAA developers who have an interest in demonizing all modding.
It's also worth noting that many of the cheat menu's for GTA online do not modify any game files whatsoever... meaning they are technically "hacks" not "mods" and getting rid of modding will have little to no impact on the number of cheaters in-game.
BECAUSE HALF THE GODAMN PLAYERBASE CHEATS. It's like ASSUMING YOU HAVE TWO LEGS BECAUSE YOU PROBABLY DO.
Never thought of that, similar thing occurs on Call of Duty Warzone, it's a F2P game but I can see people making new accounts post-ban and it leading to revenue.
And straight up, they're not even mods. I think calling a cheater by the name hacker or modder is practically a compliment, it denotes some sort of technical expertise. When the reality is it's so easy young children can download and install one.

They are all sad, pathetic losers, who are spending sometimes triple the price of this game at launch every patch for their mod menus. If they're caging you or controlling you or any of the super destructive mods.
Pity them. they spent their food money on a mod menu to troll in GTA. They will be pissing in cans and ♥♥♥♥♥♥♥♥ in buckets as they jerk it to you screaming about them being evil.
Just like any worthless bully they pride themselves on this type of post. I can assure you there are dozens of them who just nutted to your post.
Instead of being mad at them I ask them if they need help. Ask if they have some unresolved mental health issues that need to be talked about. Was it their Ex girlfriend or boyfriend? Their parents? An actual bully IRL who beats them?
I will quote the youtuber Atomic Shrimp "Do not respond to this behavior in kind but with Righteous indignation."
There is still a possibility that you can still get banned, even by obviously not cheating either. And GTA Online is just a lost cause anyway. And players with mod menu can very easily kill you, even while still in passive mode.
Way to fall for Take Two's marketing campaign, simply genius.
This was a concerted effort by take two to conflate the words. and it worked on thousands of idiots.
Words have meaning and they do matter. A car and boat are both motorized vehicles, do you call a car a boat or a boat a car? No you dont because they are different things despite their similarities. Its not a pissy tech nerd issue, its a corporate brainwashing issue, that is working well so far.
No. Straight up no. Modding single player is fine. Modding to play a RP server is fine. Modding to ruin others lives online is not. Hacking requires modding the game. It's just as valid unlike your comparison. Mods are needed to hack.
