He just made a new VPN Server (Hong Kong) and we used it. It worked, though maybe there's a noticeable lag. But it's better than nothing.
with the same ip adress which didn´t work an hour ago and without changing anything on my side.
Yeah, I figure something is somehow blocking an IP for some reason or something like that and after a while the block either ends or you get a new one. Though I guess it's different for everyone
When you say week one do you mean since when you bought the game or when it started needing social club?
I normally have it set on auto but I've changed it to like 3 different servers including google, cloudflare and some others.

I ctrl C broke at the end because it spent way too long on 12, as for pinging it just got Request timed out 4 times.
Just to ease my mind, run the following commands in order from your command line.
Type "ipconfig /flushdns" and press Enter.
Type "ipconfig /registerdns" and press Enter.
Type "ipconfig /release" and press Enter.
Type "ipconfig /renew" and press Enter.
Type "netsh winsock reset" and press Enter.
Restart the computer.
