Vespucci Helipad Not Working

There was a six-year-old topic that's close to this, but no cigar ("Purchaced helicopter not appearing?"...and who the f*** can't spell "purchased" properly? Like, there's no wavy red line in the editor called SpellCheck?)

Anyway, I bought this helipad for Franklin friggin' ages ago, stocking it with a CargoBob and a Buzzard immediately. Now I have some idiot Stranger/Freak who wants me to base jump with him from the top of a skyscraper, but there's no way up (really gawdamned strange for a base jump mission, right?), and Vespucci Helipad isn't working at all.

Sure, I can walk all around the cog-sugging mother-effer and trigger that lying "any choppers you purchase or land here may be" blah, blah, blah, all gawdamned lies. I thought, 'Maybe I was wrong. Maybe I didn't buy the birds that I thought that In did,' so I bought more birds from two different websites.

I waited...and waited...and waited...and waited. No gawdamned birds. I walked around some more. No gawdamned prompt anywhere telling me to press [E] to select helicopter. I finally got a chopper when I was forced to steal one from some ash-hole landing on MY helipad.

Is there any known way to repair Vespucci?
