I get about 50-60fps in a populated online session. A solid 60fps in an invite-only. About 60-70fps in storymode.

My frames can sometimes drop to 40fps when gathering intel on Cayo Perico.

I get an average 60-70-80 fps in a solo session with a ryzen 5 2600, 16GB RAM and a 2GB VRAM GTX 1050

Yeah, I know my video card sucks :(

i've got a 2070 super + 4790k and 16 GB of 1600Mhz DDR3 RAM, got same fps problems like you. but i'm not mad at it, since this game can really played by so many different low spec pc's, i'm glad there still are games that offer this and still look amazing. of course having such a good video card is a little bit frustrating if you only get that low framerate in such an old title but still it's more than playable. I'm also on 144Hz but in GTAV it doesn't matter :D

Some of the frameRate-lose can not just because of some people's high spec hardware, some of the main cause is online lag, I found when gathering intel on cayo people were reporting and kicking me from session because they don't know about cayo heist prep missions, blowing up my sub, when on one. They wondered why I was not on the map.

I have some framedrops too, 40- 75 Fps. Most of the time in full lobbys. my graphiccard is at 10% and my Cpu 85%-90% usage + Ram has about 10gb usage. Its not normal i guess, because im playing gta5 with the 3rd Pc setting much lower before and more stable before.
i5 4460 3,2ghz + 16gb ddr3 + gtx 970 3,5 gb

Lmao.
Rtx 3070
I9-10400
32 ram

62-63 FPS with max graphics settings.

This topic is not about who got the best PC hardware , its about the experiance on pc plattforms that should not have a problem with framedrops. Dont want to upgrade my pc and still having the same problem in an 7 year old game.

when people say the 120-150fps do you mean online or just offline?

GTA Online Frame Rate can varry depending on what is going on (Like Cargo missions, and griefers griefing the cargo), to have a stable frame rate, I recommend dialing back the settings just a bit, ideally on stuff that doesnt have an instant visual impact. Hopefully that helps

I think interiors are just badly optimised or something, it's definitely not your hardware.

I can run games like Death Stranding and Horizon Zero Dawn with all visual settings on max, yet I still get massive frame drops when I enter many of the interiors that were added to the game post launch.

I can be sailing smooth with 90fps and then even just standing outside of the Casino sometimes drops me to like, 40-50 fps.

Thats true, got the same issue. Gta5 worked pretty well some years before and others didnt, now its converse. In Solo Lobbys or biuldings, like the casino or a during heist, ure hardware has not much to work on and youre fps climbed up to 70 fps+. But in a lobby of 18players + my frames are around 40-55 and i receive those huge performance drops.

My Hardware Manager shows me a usage of 15% of the graphic Gpu, in order to use the graphics card instead of the cpu, i tried these commands posted in a optimizing forum:
-adapter 1
-ignoreDifferentVideoCard (onboard graphics will be disabled, your Gpu is about to do the work)
didnt worked :(
