or it could be a regional thing and you just need to wait.

I don't know if it was the internet resetting or the site just came back online at the same time i did this, but it worked.
Before this all i did was uninstall Rockstar Games Launcher and reinstall it through C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto V\Installers.
The reason behind it is your Ip address blocking access to social club
the solution is by changing it
If your IP is dynamic turn off the router completely wait for 10-20 mins and turn it on again
if your IP is static then you must change it
Also consider changing your DNS server its not really important but it doesnt hurt
