First of all, i play gta5 on a i9-10850k, RTX 3070, 32G Ram, SSD Nvme, 165 Htz 1440p monitor compatible gsync. I've met some problems with stuttering, missions not triggering, etc
But now its fine and works well.

8Gb of Ram is a bit low for this game on your laptop. If you check your task manager the game itself do not eat a lot of Ram but here is my thought when the game running and i monitor my RAM :
My GLOBAL Ram utilisation is approx 7,5 Gig and it grow after playing 1 hour more than 10 Gig (Win10+few underground programs+ steam+R*launcher+the game)
My advice is that you have to tweak your Virtual memory to reduce your stutter. Virtual Mem refers to the page file/swapfile i guess. Don't let windows manage the VM automatically. You'll find all you need to know on the internet but its just a 1/2 fix bro, as i say (and others) 8 Gig is the prob here.
For the others and OP (Nvidia users):
GtaV.exe Nvidia control Panel:
Check you have filter anisotrop controlled by appli (for the ♥♥♥♥♥ road aspect)
Put a fps cap to 180 max to secure, but the vsync do the job (according to some source 187 is the max the engine can handle to work properly). You can do other things on Global settings to maximize your perf.
Turn ON VSYNC (Vsync solves a lot of prob). Even if, like me you're on a gsync monitor, turn it on. (My gsync is ON btw and no conflict). If you think you have trouble with Vsync check your Nvidia control panel.
Play Fullscreen mode
Only FXAA (MSAA+TXAA = fps eater)
Grass --> Normal or lower (fps eater too)
For others graphical settings, make some test
Deasctivate the fullscreen mode optimization on these 3 files :
GTAV.exe
GTAVLauncher.exe
PlayGTAV.exe
(right clic - properties - compatibility, apply and ok)
I've found all these tweaks on the internet.
And sorry, english is not my native lang.

Alright bro, thank you for the tips. I'll let you know about the results on my gameplay, is it still stuttering or not. But I'll definitely not getting any additional RAM soon though, I still have to save money for a bit (u know broke college boi problems)
Okay so I've tried what you suggested, but sadly it doesn't really affect my gameplay. It still frequently stutters. But thanks anyway though for the tips
Unless it's a thermal issue, you can use you usual settings before your stuttering occured. Just clean your laptop a little bit. Get some fan or AC running, or just play somewhere where it's much cooler. Also no background apps running.
