exotic cars are pretty broken same as the tuner part of the garage
some people are pretty lucky and their cars spawn in less than 1h, maybe it is just a felt h for them who know, literally always next car while delivering one and others get the issue that there spawns sometimes simply stop or it take insanely long to find one of the blips.
example of a lucky dude
https://youtu.be/67sToSsZGl4
my own experience is mixed
also had situations with 7 cars spawning in less than an h but only one more in the rest of the day
on average if iam successfull to get them all it is around 3h
the script is pretty crap because it removes blips from already delivered cars, but the spawn system stops if one of these spawned, so you need to check all 100 spots if something spawned and destroy it manually, happened to me already a few times were you find them on open spaces easy to spot from an airplane.
it is also the reason why npc driven car can screw up the process, while you won't find the blue blips anymore and their spawnratio is heavily reduced while being on the list. it also won't help to drive around in one of them to force spawn them as it worked for other deliveries like simeon. Changing the session has literally the same effect and resets the stupid procedure and spawn already delivered stuff without blip until you find it and destroy it.
Easiest fix for the issue would be to keep the blue blip for already delivered vehicles, but this would make whole torment too easy
guys on the gta forum already did more research about the topic
https://gtaforums.com/topic/973904-100-exotic-exports-locations
the cargobob helps alot if you are only missing one or 2 from the list while it doesn't want to spawn and have some friends with lots of cars in the garage.
tez and gta series about the nonsense
"Massive props to GTASeries for testing this and verifying, we now have a better idea of how the spawn function works.
Once you spawn into a lobby, exactly one minute after, the game would choose a random fixed location out of the 50 locations to spawn an exotic export car. The specific location varies on whether the vehicle is a listed vehicle or not. This depends on the particular order of the spawn sequence. If you know the next vehicle on the order is a listed vehicle, only check the locations where listed vehicles spawn. Utilize the map made by @PLTytus (Props to him).
Once the spawn location is decided, the exotic export car will remain at that location until you pick it up. In other words, don't waste your time traversing back and forth between locations within the city. If you've checked all the locations within the city, then it has spawned elsewhere, in Sandy Shores or Paleto Bay or Humane Labs ...etc. Simply check each location once and move on to the next one.
Once you find the exotic export and step inside, exactly one minute after, the game would spawn another at a random location out of the 50 locations. It's possible that you could come across it while delivering the previous car you've found. If you do, don't step inside that second car, otherwise it would despawn upon delivering the previous car you were taking to the docks. Afterwards, you could return to that second car and deliver it. The minute you step inside it, the game would spawn the next exotic export vehicle in the order somewhere else.
With this in mind, finding a new session (or relaunching an invite-only lobby) would be your alternative to reshuffle the spawn location that the game has decided the minute you spawned in."
it is literally 50+50 spawnlocation
50 spawns of listed vehicles and the rest for the other spots

other blue blip spawns won't interfer with the cars so you can just ignore them
exotic cars blips stay longer on the minimap than cayo guard or drug deals.
It is also shown on the map what the blip spawned, so you don't have to land to check them.
used a combo of mkII and hydra...... make sure you travel all over the map, had one spawn in grape seed
