Can also happen IF you are on a N/KN windows and the media feature pack isn't installed, outdated, or corrupt (by following other youtube/google help that has you manually place outdated/incorrect files). Winkey+pause/break should tell you.
There are a couple other instances - but the 2 things above are the most common. Else, posting the my docs / rockstar games / launcher / launcher.log may provide enough info to help narrow it down more if needed. Or may need to do a couple other things to get more info/verify other files being used (av/security/windefender whitelists/exclusions, 3rd party programs, uninstall/clean/reinstall vcredists - to name a few)
