cutscene stuttering
Whenever I go through a story cutscene it stutters slightly and is unpleasant to look at. I toned down my graphics and have VSync enabled to 60fps. Not sure what the problem is, MSI afterburner shows me I'm getting 60 fps during cutscenes and regular gamplay.
here is my hardware:
CPU: Ryzen 7 3700X
Motherboard: Asus Tuf Gaming plus wifi X570
RAM: Two 8 Gb Corsair Vengence RGB pro (16Gb) 3200mhz
GPU: GTX 960
Storage: 500Gb Samsung 970 EVO Plus and 1Tb Samsung 980 Pro NVME M.2

Are other people having this issue? I think the game is bugged.

If it’s a cutscene near the casino that area can cause similar problems no matter what gpu you have

I'm talking about every story mission in the main game, not online. All cutscenes are not smooth for some reason. I used to not have this problem.

Maybe because of your GPU and CPU are far apart in terms of power. (GTX 960 being about 5 years older than your Ryzen 7 3700X.)

I mean maybe, I'm just confused cause it only happens during cutscenes... its really odd. If that's the case thats really unfortunate, im waiting for a gpu.

That’s true

Your gpu is too weak for the processor for even 1080p, and it’s bottlenecking.

Which gpu did you order?

none yet, hoping to get a 3070 or 3080 sometime soon. Not upgrading to anything right now just for GTA. Never had a problem with my gpu until today...

Per the calculator even a 2080 ti should remove the bottlenecking problems. I would also wait for the prices to come down since it still is overpriced

Same problem.

I played through this three times in the past with lower specs and it ran fine.

Gameplay is smooth but now the cutscenes stutter.

Win 10
RTX 2060 6GB
i5 9400 6 cores @ 2.90GHz
16GB RAM
Installed on SSD

Uninstalled. Can not be bothered.. :steambored:

SO got a solution if it is a settings issue, Should fix it for you, may not worth a shot to get baseline settings.
https://www.nvidia.com/en-us/geforce/geforce-experience/download/

Downlaod this if you do not have it already, and use it to optimize your game. Should give it a good area on settings to start from that won't cause issues for you. start from there and test it and report back

So it does cause a bottleneck, but not nearly bad enough to upgrade immediately. Yes he should upgrade, but a gtx 960 is perfectly fine for some if he lowers settings. So technically it's not too weak for the CPU. But yes it is the bottleneck in the situation

It has nothing to do with bottleneck in this situation. Pretty sure the game is bugged. It appears to be an on going issue starting around Jan 2021. Recently I Got the itch to do a new play-through. Fresh install and the Story Cut Scenes are stuttering for me as well. I'm pretty sure the problem is some issue on Rockstars end. Unfortunately they seem to have deemed this quality breaking issue an unimportant one to fix. I have a pretty decent machine and there's no way it's my hardware not being up to snuff. Been searching for possible fixes with nothing working so far.

Running on:
Windows 11
Samsung 980Pro NVMe M.2 SSD
Geforce RTX 3070 Ti
i7 12700K
64GB RAM
