in races we both do get the startboost 99% of the time and that's also irrellevant to the question at hand considering this also happens on missions where we are driving the same vehicles (supply runs for example) on long straight stretches (highways)
as for frames we're both steady 60fps, lag is something i highly doubt as well as this have been going on for as long as he's had the game (about a month now), would be weird with a steady 1 month "lag"

That won't help me since I have a weak GPU and don't get 60 anyway, but that's likely the best answer.
Another one is if you have the EXACT same setup or not. Depending on the car, suspension and other mods can effect the car, giving it small curb boosts. The RE-7B was recently patched because a particular setup caused the RE-7B to go as fast as a hydra in uncapped FPS games. Do you have the same tires and have a spoiler? A spoiler in GTA V causes your car to go faster because it provides more road grip.
