Report a translation problem
It is possible that something that happened on the session may have caused an error for you which would stop you from using the mod shop in there for a while, but resetting the game would fix that.
The other two possibilities are that the car you have doesn't take any mods that that mod shop can do, so try a different vehicle.
Or the vehicle you had, or your money was considered invalid property and so the mod shop was disabled until that gets fixed.
So if you have reset the game and it didn't work, then try switching cars and try some of your other cars. If you don't see the mod option for any of your cars, then you might be having worse problems.
