Can someone please help me with this mission? (GTA V "Photo opportunity"

I'm at photo opportunity 1/2. spot. Beverly gave me a call, says there's a police chase, so in the past I just drove around.. couldn't find it. Tried again today, couldnt find it. Tried again now, waiting at the spot, the chase never appears.

WTF AM I SUPPOSED TO DO? It doesn't tell me what to do after that, no markings, etc. Like am I supposed to wait for the chase to pass here or try to find it, or?
idk how this isn't questioned more on the internet. I can't find any answers

hm. They drove down the street some and the blue dot appeared. I wonder if it's because I was using franklins motorcycle instead of a car. That's a stupid bug.

welp even when using his car and driving down that street like in the yt video, the chase still doesn't spawn.. weird as hell. I tried verifying files on steam too, didn't work.

Fixed it. Odd as hell though. Did verify files in steam, and it verified them no issue. Did it again later, and it wanted to redownload 66 files..
So there you go. Took like 2-4 hours of leaving pc on but it got done. Quest working properly now
