Cannot login to social club, neither open any rockstar page. Anywere

Hey guys, I ran into some troubles regarding starting the game.
It doesn't allow me to login to social club in the first place, saying:

Online sign in failed. We attempted to fallback to offline sign in but that also failed. The
username or password may be wrong or the account may not exist on this machine. Offline
play is only available for accounts that have previously signed in on this machine (with
"Remember me" ticked) while connected to the Internet and while Social Club Services are
available.

There is no way to login there, it always says the same message. Neither can I open social club on browser (tried Chrome and MS Edge) the connection is always timed out.
I tried following methods to solve it, none successful:
1) opening the page on Chrome and MS Edge
2) opening the page on my mobile phone with 4G connected
3) plugging my ethernet cable out and back in after one minute
4) disabling firewall
5) updating my OS
6) restarting pc, multiple times
7) verifying integrity of game files
8) deleting the social club folder from both the documents and C drive
9) deleting my cache and cookies from chrome
10) running network troubleshoot, it says my connection is set properly but the device doesnt respond.
I read and watched dozens of fixes for social club rejecting to communicate and generally chrome pages not loading. Every single one of them has millions of thankful comments by people. Guess I'm the only one that can't be helped through any fix method.

If there is anything you guys made to fix it, I would be very graceful if you shared any ideas with me. Thank you.

Try to shut down router, unplug from power, wait 10minutes, see if it works.

You need to wait for your ISP to give you a new dynamic IP address. I had this problem since Sunday and today I got a new IP, I'm able to play.
Why R* bans dynamic addresses is beyond me.

I might think about some VPN but i dont wanna pay for it and the free ones suck balls, and my pc doesnt have a wifi receiver so not possible.

and here i join you guys with the same issue, can`t log in to social club, cant access website, even on my phones 4g connection which has a different ip i cant access the website and the app

Since i watch the problem u have Rockstar decide to Ban ur IP. The only way to fix this is sending a Ticket Support for Remove ur Ban. (Use a VPN or Mobile data to acces social club)

Or just try to call your company and ask for change ip adress.

Why rockstar do that?, who know but is very annoying.

facing the same problem. i deleted the social club folder in C/Users/Username/Documents then uninstalled rockstar game launcher then connected to vpn on my mobile used mobile hotspot and finally set up rockstar games launcher again and it worked. I was able to play twice or thrice. Today i come back to play and it just doesn't sign in. The procedure I described didn't work either. I want to give up on this game as I already have played the story i purchased only to try the online. And i have a 100 mbps internet connection so my internet is not a problem.

It is not a game ban , it is a IP ban , and i think this is because of modders online spoofing ur IP, which i think is what is causing this to people.This is why u can see people from time to time can`t get into social club, probably a ban wave occured and some cheaters were using spoofed IPs which got the ips banned too.I can connect on mobile data, on my parents router too(it has a different ip), but not on my router.

ESPECIALLY WHEN U GOT A STATIC IP

The only solution to this is to contact ur ISP and have them change ur IP. This will 100% fix it, don`t bother with any other solution,whatever ur ISP says ,just request a ip change . If u can access social club from another network on the same pc , then it is the IP.
