you only need the submarine to start the heist, but owning the sparrow too speeds up the whole process
This little helicopter is available as an upgrade to your submarine. I would recommend to get the missile launcher upgrade on your sparrow aswell, as it gives you a faster reloading Buzzard-like rockets.
You can do everything on your own just fine like this.
My old shopping list was something like:
Kosatka: 2,2M
Sparrow upgrade: 1,8M
Sparrow missile launcher upgrade: 240k
I used the CEO buzzard at the start when saving up for the sparrow, but I had to land it carefully on the sub, exit, and walk to one of the hatches. When starting another prep, you would walk to one of rear sub hatches to exit to outside, and walk back over the deck of the Kosakta to your parked buzzard and take off.
You really need to keep an eye on the buzzard getting worn out and damaged so you can ditch it upon returning from a prep, get a new one and park that on your sub before turning it in. Exiting your sub to see your chopper died means you will need to take a dhingy, and that sucks.
But after a while I saved up for the sparrow.
I would just fly full speed over the deck of the Kosatka. The press E popup lets you enter immediately, sparrow and all. You turn in your prep, start a new one, and enter your sparrow from inside the sub. You fly out with a fresh sparrow and speed off. So no more hatches, walking up and down half your Kosatka, and worrying if your buzzard will make it another prep.
Just like the buzzard, you can have this helicopter instantly delivered through the quick menu. Considering it has an improved fire rate on its missile launcher, I consider the sparrow a direct upgrade to the buzzard.
Of course though, its up to you.

every 5 lvl one vehicle discount after reaching rank 85, if you are a coupon hunter
you could also park the sub at the beach to avoid that the heli, drowns while you are inside, but sparrow is still best, while it gets autorepair, you don't need to worry over landing, just fly to the sub and klick the autoland button
Sparrow is also useful when you play some business stuff with low rank associates or prospect, so you can call a pegasus vehicle, a ceo buzzard and the sparrow while you use the mk2
speedrunners prefer to use the mk2, but there is always a chance that your precious drops into the ocean while you are inside the kosatka

But it's tricky landing on top of the submarine, as it tends to slide off or glitch and sink with the boat.
(The Oppressor MK2 is better in that regard.)
With the Sea Sparrow you can enter (and exit) the submarine by pressing a button nearby, like with office rooftop helipads.
Yep.
It might take a few runs before you get it right, but if you take a gun with a supressor you can do it stealthy and solo. You often get the elite challenge completed too, although its only a small bonus.
From starting prepwork to finished heist takes me about an hour, with the heist itself taking less than 15 mins.
