Bug with raw materials(GTA Online)

The 2nd time we try to bring raw materials to the bunker with friends, we stand on the raw material delivery zone and nothing happens...

it is a known bug and it is already there for certain people since release of bunker dlc
Others encountered it pretty late as myself where it started to appear in 2020

it is some kind of communication issue and can be triggered by multiple things.
people reported it helped that some ceos in a crowded session simply retired
but it can also appear in solo sessions.

some people had success with this method:
Drive into the yellow circle at the end.
Open up the GTA Online menus.
Go to players and stay there.
Wait for a few seconds and the mission should complete.

changing outfit solved the issue for some players:
-Press the Player Menu Button, m key
-Select the Inventory Option
-Select your desired accessory such as hats, beanies, glasses or scarves.

some people had success, while destroying their kosatka and requesting it at another location, it can also become a problem in crowded session when to many players using their toys.
