it doesn't overheat because it throttles. so odds are your oc is pointless.
Okay glad I wasn't the only one who caught that.
I would also advise using an actual utility to keep an eye on your temps.
good for you, you are easily amused by 7fps.
Also, a lot of GTAV's processes, particularly in relation to AI, vehicle density (and variance), and pedestrian density (and variance) are always run by your CPU. GTAV is a CPU-intensive game. You might be able to shove an RTX in the PC and see little difference because of a bottle-necking CPU.
also, what CPU are you using? gta 5 is extremely CPU dependent and having a powerful GPU will not change much if you're using a weak CPU
As stated by others repeatedly on previous threads there's not much we can help with boosting your fps since your gpu doesn't meet minimum requirements. OCing really won't help that much, if at all. In GTA:O, your fps will dip even further.
