I don't know why anyone would come to Steam forum for this advice first instead of google, but an answer I'm reading says "Install the directX 9 redistributable", so do that. Don't reinstall windows.

It won't help. I tried everything I found and nothing helps. Rockstar support too. So for me this is the only solution.

I solved the problem, thanks everyone! helped me to kill windows from 11 to 10
