Report a translation problem
I didn't put any of my mp3 songs into any separate folders; just dropped them into the user music folder, scanned for music, and it worked.
Then go to the settings > audio in the pause menu and scan for the mp3s from there, i think there is also a button to turn self radio on or off
how long are those mp3 files
Beyond that - supposedly mp3's with protected set as blank on the details page won't work. Haven't tested any yet, but I imagine could/would be a simple fix via applying some other tag details depending on the software/if it corrects that. Other previous testing has shown minimum of 3 songs needed, and my 500mb hour+ long tracks worked perfectly fine.
(rightclick mp3, details, look in content section - or enable protected file attribute to show in the details of the music folder, like showing size/bitrate, etc)
IIRC - there have also been proton users having issues with getting user music to work (just extra info since there's been no mention of what is being used).
I am sure there is more - just typing off top of my head atm. Dinner time.

Edit - for further giggles- placed my batch of test mp3s inside a 'test' folder inside user music, started game, performed a full scan, and all songs were also detected properly.
Edit - exactly what I expected 'didn't work', and no additional details for anything.
Edit - added/chatted. Using youtube to mp3 converter that is producing mp3's with the protected flag being set as blank - which is a problem. Need to use one that sets to no, or find another way to edit tags, restream/convert, etc to get a flag of no (according to the R* link that says 'non-drm' audio). Of course, could still have issues if there are mutiple problems at play here - but from chatting, that is most definitely one.
The songs I have are a combination of old Maiden songs I ripped from the CD (yes I'm that old) and songs i purchased direct from Amazon music.
