I have completed the "prologue" 15 times.. "You must complete the prologue before playing gta online"
It has ignored my saves and deleted them many times. I'm over level 100 online, why cant it just check if I had access to online in the past?

Pretty annoying to hear the same dialog this many times. Hasn't been patched since launch.

sounds like file permission issues, delete your rockstar games folder in documents- run the game again (be sure to run steam as admin)
since you don't have any saves it seems you wont lose any data.
But you need to have a save with prologue complete.
