Both staff upgrades increase value product, and only when you have them all (minus security, don't need it) do you start buying supplies, till then keep stealing, you don't really have an option.
The deliveries are terrible, with stuff like those UPS or garbage trucks, and upgrading all MCs will lead to high maintenance costs, something like 50.000$+ per 48 mns you're MC president. Even if you retire, whenever you go back, its going to immediately slap you with the fees.
Maybe buy MCs (no upgrades) only to link with a nightclub, since outside cocaine they don't scale anywhere near the same as a bunker.
For supplies - Purchase the staff and equipment upgrades for your bunker. Once you have those, ALWAYS BUY SUPPLIES. it's not worth your time to steal supplies anymore except for the MOC missions to unlock.
In fact, while you steal supplies your bunker doesn't produce stock.
Steal them if you have no upgrades, because you'd lose money and the business would be worthless. The same applies for the bunker
