I'd pay a million extra to have the longer cargo cable and hook on the Jetsam/Cargobob all the time like they have in the missions.
I hate the little short cable, in the missions I can hover above the vehicles and come down a bit and as soon as the hook almost touches the center of the roof it instantly attaches like a magnet.

But in the version we buy and use on our own the cables are so short you can barely even see the hook from 3rd person, and I have to go all over the place and up and down before the hook attaches.

In maybe 2 tries out of a hundred I had the shorter cable and hook connect quickly.

Practice flying and you will learn to hook it no problem.

Take your cargobob to sandy shores airfield, steal a NPC car and practice picking it up after a while it becomes easy :D ....

Most cars you "hook" the centre of the roof but a couple have to be hooked onto the rear spoiler (but will show hooked to roof)

I've had the Cargobob's cable detach on its own while hauling a vehicle in GTA Online, which shows that R* loves nerfing on the good things while giving bad ones a huge buff.

If its a particularly heavy vehicle it will detach, for example in the simeon repo mission where you collect the brickade it will get to about Martin Medrozos ranch and "snap"

Which is weird cos I've carried the Rhino tank and it's been fine :D

Cargobob is not the best way to transport vehicle cargo.

which makes your hint to train with random npc cars already pointless...
cool you can hook up a cheap sedan in no time which will never appear in any I/E mission.

it does help, I found it invaluable in getting the height right for the Simeon can you even lift missions

I have practiced on all sorts of NPC vehicles. sometimes,it attaches easily,most time it touches the vehicle, I lift the heli and have nothing, so I try it from the back, nothing,front, nothing, drag the hook all over,nothing, lift up, and hover above and slowly come down again until the hook barely touches and...nothing.
