i dont have x64e file

im modding at all the mods say put it in a x64e file and i dont have that can you help

If you don't have one - your game folder is corrupt/missing files, you are looking in the wrong place, or you deleted it. Verify game data to redownload it. If you are looking inside gtav / mods for x64e.rpf - you need to copy it from gtav root (unless you've already modded a copy there)..

i found out how to open x64e but there is no streamedpedprops.rdf i need it for a mod

You'd have to link the mod for further direction (from someone else). Many mods have mangled instructions. And.... I see one in x64v.rpf via using search inside openIV.
(also going to assume you meant .rpf, and not .rdf)

Drop p_head_006.ydd and p_head_diff_006_a.ytd to

mods/x64v.rpf/models/cdimages/streamedpedprops.rpf/player_one_p

You have to drop it into the x64v.rpf not the x64e one
