As BoatSwain has mentioned, you will need a new, SC version, of GTA to go along with your brand new SC account.
The Steam version of GTA5 is a little different to the Rockstar Games Launcher version, you will need to download that version too.There is a way around it but I'm not here to explain how its done.
No you can't. The Steam account and the SC account you have linked to it will require the Steam version installed. The new SC account you have through RGL will require the retail/RGL version installed.
Either way you won't lose GTAO progress. Your online characters are bound to the SC account they were created with and stored on R*'s servers, not on your PC, so they'll be there regardless.
But you will have to have both the Steam version and the RGL version installed in order to access each account.
It's just how they've done it. It's always been two different versions of the game.
If you look at RDR2, there are now three different versions: RGL, EGS and Steam and none of the three installs are cross-platform compatible there either. If you buy the game at all three storefronts, you need to install the 115GB game three times and juggle three SC logins in the launcher to play them all. You can of course play with other people on any PC platform, I just mean that the licenses to play the game are tied to those specific versions of the game, same as in GTAV's two versions.
TBH, the launcher was never about making things more convenient for users, not at all. The launcher only serves two purposes: it's an additional storefront where they get 100% profit from the sales rather than 88% on EGS or 70% on Steam and it's a strong anti-piracy/DRM system that works no matter what storefront the game is purchased from (RDR2 is still uncracked 63 days and counting).
