tl;dr - Rename my documents / rockstar games to rockstar games-old.
Literally what was posted below - and covers other aspects if below doesn't work.
repeat eula, calibration, save issues, onedrive, etc.
2) Open the original folder and delete the "pc_settings.bin" file.
3) Launch the game again and go into Story Mode.
4) From Story Mode press escape, scroll to the Online tab, choose to play GTA Online and choose an "Invite Session".
Once you are in the invite session log off of the game through the escape menu. After it closes start the game again and verify that the splash screen now has the correct options.
This worked for me.
