GTA V crashes/freezes on first repo mission story mode

[Ice Bear]

GTA V not working/suddenly hard freezes/blacks out around the time when frank/lamar escapes the cops and enters the dealership (sometimes I can finish the dealership cutscene, sometimes it doesn't even reach the cutscene). I've done:
1. verifying the game, restarting steam as admin;
2. disabled all overlays (I only have GFexp), uninstalled fraps (not using them anyways)
3. updated / uninstalled then reinstalled graphics driver (using DDU)
4. disconnected all usb except keyboard and mouse
5. allowed gta v exe, launcher exe, social club exe thru firewall/antivirus; even tried disabling antivirus - still crashed
6. closed all services in msconfig (except MS services), disabled all startup programs, DEBUG NOT checked.
7. deleted gta local files except folders and .rpf files then verified game
8. renamed rockstar games to OLD, reinstalled socialclubsetup as admin (installed w/o any errors)
9. uninstalled and reintalled all exes in folders: steam/steamapps/common/gtav/_commonredist/vcredist/2012 and steam/steamapps/common/gtav/_commonredist/directx/jun2010
10. reinstalled direct x (even used psykoteky's .bat file)
11. Installed adwcleaner and cleaned all threats.
All done but game still crash/freeze at around the same time described above.
I've testing the game until it crash, I already reached 8hours of game testing, 3-5mins each time and then crashing.
Tried to play online once, game said "not available at this time"
