Edit: Try disabling music scanning all by itself first.
Otherwise I run everyhing on ultra except for distance scaling which is set to 40%. Everything higher might give me less than 60 fps in some areas. At 40% fps never drops below 60 fps.
Since you have gtx 1070 you might want to turn it a little bit lower (20-30%), and set MSAA to 2x instead of 4x. My GTX 1080 can handle 4xMSAA perfectly fine.
Oh and also turn off reflection anti aliasing. It's useless.
That said GTA Online also stutters for me after playing for some time despite getting 60+ fps all the time on G-Sync monitor. I must point out that I haven't had such issues up until I installed Fall Creator's Update.
If you won't read whole thread (140 pages) then here is something you should know: the issue is most likely related to memory management. People have found a workaround, which clears standby memory from time to time and many claim that it completely fixes the problem.
I haven't tried it myself, but seeing so many positive feedback it seems like the problem is Windows 10 in fact.
Why did you buy GTX 1070?
Lots of nvidia users have the same issue with stuttering after playing a while...
I have RX 480 and i never got any of those issues...
