restart your computer, don't open any programs except Task Manager and click on the Performance tab, check your ram usage

how many GB is it using

that's a lot of usage at idle, mine is 3.1GB with only Firefox open

click on the Processors Tab - Memory Column to what process is using so much ram

2 years ago GTA5 online can use about 12 gb ram. Alot was added since that time. So for now 14 gb usage is not so bad.

Maybe you were running a lot of background programs at the time like browers etc.

if you optimize windows with lowspecgamer's guide
https://www.youtube.com/watch?v=IU5F01oOzQQ&list=WL&index=118&t=0s

you can get usage down to about 1.4-1.5 gb on boot.

I also use ~6.56 GB RAM with Chrome and steam open, so the problem isn't there.
