I'd definitely 100% clean the folder of all mods, and go back to simply installing lspdr, and updating ragehook (and could even test skipping that too) - just to eliminate more variables that are not required for proper function. I also recall some earlier versions of lspdfr - when you installed, wanting to 'install' into a folder like c/gtav/lspdfr when you input the location. I used c/gtav - for example. Directions to clean the folder if needed -

Once you get the base working without any extra stuff (or atleast rule out as many variables as possible) - then you can add/test those and work through that. Important because some of this stuff/addons/etc also require additional things to be installed and updated. Also wouldn't be the first time where corrupt/missing 3rd parties, blocked dll, or even background apps/overlays caused issues, but, you have to start somewhere.
For reference - my steam run as admin, ran ragehook as admin, and my gtav folder is whitelist/excluded in windows defender. Using default settings for everything else, and letting lspdfr configure the settings for me on install.
