What it doesn't have is missiles. You can customize it to have missiles and all the other things you can custom a normal car with (armor, suspension, transmission, bulletproof tires, engine upgrade etc).
You can add missiles to it in mobile op center, avenger or arena workshop as others said. Adding missiles doesn't cost that much... couple hundred thou iirc.
ps. I recommend you get the deluxo if at all possible, even if you cant add missiles right away. After I got it it immediately became my favorite vehicle in the game. I dont use much else these days.

what about the MKII, do I have to still buy all upgrades after bunker research?

Correct, the oppressor MKII can ONLY be upgraded in the terrorbyte. (And Terrorbyte can only be stored in the nightclub) However, I dont own an oppressor myself (matter of principle) so I don't know what it comes with and what must be added. I assume missiles have to be added, the same as deluxo.
