Whitelisted/excluded - gtav, social club, and r* launcher in your av/security/windows defender?
Manually removed both social club and rockstar launcher AND reinstalled them as admin?
Running steam, gtav, r* launcher as admin? It most certainly shouldn't be crashing when launching from steam. Infact when/where it crashes + launcher/log may provide some more info into that.
I'd even go to the extreme of using an AIO to strip out all your vcredists and clean reinstall them JUST to rule it out. http://m.majorgeeks.com/mg/getmirror/visual_c_runtime_installer,2.html
There is much more - making some assumptions based on profile location, lack of detail regarding isp, router/modem, dns, firewall/rules, other security/av/background apps, hosts file, dns, potential malware/adware, etc. Without seeing it personally via teamviewer/ruling MANY things out - who knows. There is so much that can affect gtav / create issues.
