Now finding a low level player that knows what they're doing is pretty rare, at least in my case. I've run into a few players that were low levels and did really well, in some cases better than the higher level players.
Only thing you should be aware of if you're gonna play heists at a low level is that your health and ammo are gonna be low, so if you were to play any heist on hard, enemies will kill you almost instantly so taking cover is definite must.
I believe your health maxes out at level 100 and ammo at 50, although I could be wrong about the ammo. I know it maxes out around that level range.
Seeing as how you're talking about the casino heist, 2 of the approaches are a breeze (approaches being Silent and Sneaky and The Big Con) those can be done at any level, that is of course if you're playing with a good player. I recommend playing with 4 people only if you know them.
The hardest part of the casino heist is completing it without connection or game-breaking issues from rockstar.

G6 big con? 95% hacking vault and grabbing and 5% knocking out like two dudes.
Aggro? Duggan shipments + heavy armor + sewer entry = a level 5 could do it probably.
Stealth? Don't do it with randoms.
