Two players same network
I am trying to play with someone on the same network, I tried to open ports, nat is enabled, wired or wireless, with vpn, doesn't matter, can I do it? is it possible?

Did you assign ip addresses for each PC?
yes, static IPs with each IP all the ports open as rockstar recommends
Check network information ingame in SC overlay. Look at Nat type, look if appropriate ip addresses you've assigned are shown, if it uses port that you forwarded
again, done all that, the nat is open, ports are forwarded
So you can see other user online normally and invite? And it gets error unable to join?
Or by any chance you have that new bug where you can't see some of friends online.
i can see everyone normally except anyone on the same network, and he can't see me either

Okay, then it's not exactly connection issue, there is some weird problem with that friends visibility... they show up online in SC overlay, but not in pause menu or when inviting to jobs.
You could try to invite friend via steam (unless he's non steam..) see if it works. Tho it's a bit wonky when playing in invite only sessions etc.
man, we both have it in steam, both works perfectly except when trying to play on the same network. this isn't anything but a problem with rockstars game, if you have some idea what the problem is there then post, stop asking the same questions
I'm not asking anything lol. I'm just saying that couple months ago rockstar changed something regarding matchmaking and random players started to appear offline in jobs/pause menu. I'm not exactly sure what causes it, cause it's really random, but the only way I can play with some of old friends is inviting them to same lobby with help of others. And that never was issue. No matter what connection u got, you used to see everyone online in pause menu.
Fact that you play from same network might be just a coincidence, not a cause.
I know from personal experience you cannot have two gta online accounts running on the same network, I ended up having to use a streaming service to use both at same time. I couldnt tell you why all I know is I tried everything and nothing worked besides using a streaming desktop from another location.

Well I can run different accounts at same time from same router no problem. And even then his problem is not not being able to run them, but not seeing online presence, which never used to be a problem until r* ♥♥♥♥♥♥ something up.
Have a friend that comes over every 3-6 mos with laptop and we mess around. The times we get on gtav (last time around a month ago) - we don't have issues with both being on same network. I have a static ip on the network, he does not. We play together just fine / see each other just fine. I'd say I'd pay special attention to it next time he's over but... nah.

On the topic of people appearing offline... Much of that has to do with social club privacy settings. Rockstar may have changed defaults, IDK, but I have tested several variations in privacy settings and found that to be an issue. Over the years I've noticed a change to many defaults such as v-chat, which used to be defaulted on, but was later made off.

Even if visibility is set to everyone this thing persists.
last game from rockstar that i touch. the game just sucks
