with those settings singleplayer and online should run around the same. as long as you have a good enough cpu and atleast 8gb of ram. (16gb optimal for online but not required)

not sure what you mean by that,
but i use a 1050ti personally. (the upgrade 4gb version of your card)
though it's pretty slow for anything recent. gta 5 runs pretty nice on it. but gta 5 pc is from 2015.

you can get 4k 50-60fps with a 1050ti and lowest settings. (textures can stay on high)

any advanced scaling could prove troublesome but for max standard settings, easily enough for 60fps in singleplayer
for gta online, you will see around 50-70 wth some drops into the high 40's when in a full session and you have a bunch of people around you or are on the main drag near the eclipse towers
(that is the most cpu demanding spot in the game.)
