Report a translation problem
Possibly stop/sleep/disable or even uninstall them. Same for AV/security softwares while testing.
At the very least - and to be sure... I'd do this-
Open program files - delete rockstar games folder
Open program files x86 - delete rockstar games folder
Open my documents - RENAME rockstar games to rockstar games-OLD
(yes, this removes all settings, saves, profiles - but they are backed up cause you RENAMED)
Open steam/steamapps/common/gtav/installers - rightclick socialclubsetup - run as admin.
If you DID do anything with mods- (first 2 sections)-
Revert to vanilla without redownload-

And just incase.. some tools use other methods to prevent online play-
Check your gtav folder for commandline.txt with -scofflineonly in it - you can delete it.
Check windows firewall / advanced settings / OUTBOUND rules for gtav block - you can delete.
Check windows firewall / advanced settings / INBOUND rules for gtav - make sure green/check'd.
Check gtav launch properties in steam for -scofflineonly - remove it.

firewall, av, security, malware, mobile/cell isp, wifi, dns, hosts, other stuff you can/can't fix-

My Firewall somehow decided to block GTA V, so I re-autorized it and now it works...
