Report a translation problem
Start / run / winver and see if it says windows 10 N or whatnot.
I'd also exit steam, rightclick steam, and run steam as admin in case you are having multiple problems. If you did other things like youtube/google and manually copied files into gtav folder - you may be creating more problems.
Can also teamviewer and look at it if you can't figure out the above - just add me.

Check what build you are - and get the 64bit version and install it.
For 1909 -
Settings > Apps > Apps and Features > Optional Features > Add a Feature, and then locate the Media Feature Pack in the list of available Optional Features.
Note Although you are not prompted to restart your computer, you must restart in order to successfully complete installation of the Media Feature Pack.
