OP did ask for "powerful cars" mind you. I simply offered a suggestion.
If you're PvP focused then APC/Mobile Ops Center/Insurgent works fine.
Most other cars are useless in PVP
For Heist and missions and general PVE the kuruma or insurgent.
-karin technical custom can be able to store as personal vehicle and useful on heist mission.
-Half-track is powerful firing machine gun to kill them easily but performance was pretty slow.
-oppressor is pvp strategy against the enemy,cops that can be kill easily. Also can be flying,driving through the map and spend less time instead driving on main/Street road hairpin curve, climbing while doing on selling mission for bike business and selling supplies from bunker. But you can't use on heist mission.
Then again, TC never specified what the vehicle is being used for.
heist is only kill npcs or escape from police, so, i think these two cars will work well. Free roam with oppressor you willl shot missels, get strategic location for campers and run from enemy RPGs,
This car will offer everything you are seeking for.
Enough seats for passengers, turret,trailer hitch for the aa trailer and i hope it will be available in heists as the technical custom.
The term powerful is too vague.
Depends on what are your priorities in the car you're looking for and which activity you are pointing to.
For example, if your priorities are bulletproof protection (bullets, not explosives), then the Kuruma is simply the best one.
duke o death can push cars around like an insurgent ,can take more heavy artillery ,and is not hard to handle when you get use to it

dont know if its a bug but the duke o deaths armor gets stronger when some one is in it
