I believe you need to steal supplies until you get to how much the mission needs in order to launch one.

If i am correct if you go to the mission list there are numbers right next to a lock if i remember, you need to steal "x" number of supplies based on what is on the number.

For example if you want to unlock the securo trade price for the oppressor which has the number "14" next to the lock, you need to steal 14 supplies before you can unlock the mission.
