Use your cellphone for that. Log in, load the game, end the game after this. close steam,
disconnect from internet and restart the game.
you need to log in, online, every time you restart windows/steam.
there effectively is no offline mode for GTA V, without using a crack.
there may be a way of doing it, if you bought the game directly from rockstar, and only use the rockstar launcher to launch the game (hint hint, there's no little mouse next to your name, so I'll assume that's you?).
but if you bought the game on steam, like mak and I, then you have to have steam connect to the internet first. It's broken, and it's been broken for 5 ♥♥♥♥♥♥' years now

"lol I leave steam running" is hardly a thorough test of whether the game can be launched for definite with no internet.
Shut your computer down. disconnect the internet. start steam in offline mode, try starting the game. Does it work, yes or no?
If you want to close your computer, Hibernate it

Nope, that's completly false
If you start steam without having an internet connection, steam will start in offline mode, as well as Rockstar social club will start using offline mode as well.
starting GTA5 while Rockstar social club being in offline mode will result in starting GTA 5 running story mode.
No cracks needed for that. but you need to have had run this game at least once while being online before.
